An ordinance for the control of traffic and regulation of use of streets by pedestrians and motor vehicles.

Ordinance no. 9
An ordinance amending a prior ordinance of the city of kingwood relating to the regulation of parking on certain designated streets in the City of Kingwood, providing for the installation of parking meters and rules and regulations governing use of parking meters, and provisions for penalties for the violation of parking rules and regulations, of June 26, 1946, and October 23, 1963.

An ordinance on the use of streets and sidewalks by any person, firm, corporation, or public service companies, and providing for the issuance of a permit prior to the making of any excavation in any street, alley, sidewalk, or other public place.

Ordinance no. 12
An ordinance for the control, regulation and governing of the operation of motorcycles, motor bikes, motor scooters, mini bikes and persons riding thereon and controlling the same.

Ordinance no. 13
An ordinance imposing and levying a tax on the privilege of purchasing, using or consuming public utility services or tangible personal property supplied by public utilities; defining terms; fixing the amount of such tax; providing for the collection of such tax and the method of payment and accounting therefore to the municipality; specifying effective date of ordinance; requiring proration and records and authorizing inspections of records; providing exemptions; specifying nonliability of public utilities and duties of the    municipality; requiring refiling claims to be presented to the municipality; authorizing rules and regulations; establishing remedies and criminal penalties for violations of the ordinance; making requiring notice to public utilities; and providing a severability clause.

An ordinance creating Board of Park and Recreation Commissioners of the City of Kingwood, prescribing its membership, organization, and powers.

An ordinance granting to Monongahela Power Company a franchise to construct, operate and maintain an electric system in the municipality.

An ordinance requiring the removal of refuse, garbage, ashes, junked automobiles, or salvage, abandoned property, including parts, appliances, trash, lumber, weeds, refuse, debris, abandoned property, parts and personal property as well as other deleterious material; declaring the same a nuisance, providing for fines and penalties for violations of the ordinance, and imposing upon the owner or keeper thereof  the duty and the cost of removal, and providing for injunctive relief to compel compliance.

Ordinance no. 17
An ordinance creating a board of water commissioners to consist of five commissioners instead of three commissioners and said amendment shall be to the ordinance providing for the management, control, and operation of the municipal waterworks system of the City of Kingwood, Preston County, West Virginia.

Ordinance no. 18
An ordinance restricting the parking on city streets during certain times as snow emergency periods:  declaring that unrestricted parking is a detriment to snow removal and the movement of fire fighting apparatus and emergency services vehicles:  providing for fines, towing fee and penalties for violations of the ordinance.

Ordinance no. 19
An ordinance to amend and re-enact an ordinance adopted nAugust 25, 1970, entitled "an ordinance requiring registration of solicitors and canvassers".

Ordinance no. 20
An ordinance creating a board of directors for the Craig Civic Center of the City of Kingwood, prescribing its membership, organization and powers.

Ordinance no. 21
An amendment to an ordinance regulating and restricting the height, number of stories, bulk and size of buildings, and other structures, hereinafter erected or altered, the percentage of lot that may be occupied, the size, depth and width of yards, courts and other open space, the density of population and the location and use of building, structures and land for trade, industry, residence or other purposes; creating districts for said purposes and establishing the boundaries thereof; defining certain terms used herein; and              providing for the method of administration and amendment, for the board of adjustment, and for the imposition of penalties.

Ordinance no. 22
An ordinance prohibiting intoxication or the drinking of  alcoholic liquor and non-intoxicating beer in public places excluding those premises legally and properly licensed to serve such beverages.

Ordinance no. 23
An ordinance amending and readopting a prior ordinance of the City of Kingwood, West Virginia; setting the rate of tax on the purchase of intoxicating liquors within the corporate boundaries of said municipality at five percent.

Ordinance no. 24
An ordinance to amend and re-enact an ordinance providing for the taxing of all dogs within the corporate limits of the City of Kingwood, prohibiting dogs from running at large within the corporate limits of City of Kingwood; authorizing the impounding and destruction of dogs; providing a penalty; and repealing all ordinances in conflict therewith.

An ordinance to provide for the prohibition of the carrying and use of certain dangerous toys or weapons within the  Municipality of Kingwood, Preston County, West Virginia, and to provide for the enforcement of said prohibition.

An ordinance to provide for the development, construction and replacement of sidewalks used by the public within the Municipality of Kingwood, Preston County, West Virginia, and to provide for appropriate building specifications thereof.

Ordinance no. 31
An ordinance to provide for the development, construction and maintenance of any public roadway belonging to the Municipality of Kingwood, Preston County, West Virginia:  To provide for standard specifications of any roadway ahich must be adhered to prior to acceptance by said municipality as a public roadway owned by the municipality, and all appropriate building specifications and requirements thereof.

An ordinance regulating and controlling refuse collection within the Municipality of Kingwood, Preston County, West Virginia, and further to rescind all prior ordinances enacted by said municipality in regard to refuse collection.

Ordinance no. 33
An ordinance regulating the vendor license for temporary transient vendors during the four day period of the Preston County Buckwheat Festival and further providing requirements for issuance of such license to be issued by the Municipality of Kingwood, Preston County, West Virginia.

An ordinance creating a sanitary board of the City of Kingwood.

Ordinance no. 35
An ordinance providing for the requirement of street numbers to be assigned and displayed on all property within the municipal limits of the City of Kingwood, West Virginia. 

Ordinance no. 36
An ordinance authorizing the acquisition and construction of public sewerage facilities of the City of Kingwood and the financing of the cost, not otherwise provided, thereof through the issuance by the city of not more than $2,000,000.00 in aggregate principal amount of sewer revenue bonds, series 1986 a, not more than $1,000,000.00 in aggregate principal amount of sewer revenue bonds, series 1986 B, and not more than $5,000,000.00 interim construction financing, consisting of grant anticipation notes or a line of credit evidenced by notes, or both; providing for the right and remedies of and security for the registered owners of such bonds and notes:  authorizing execution and delivery of a trust indenture securing the notes; authorizing the sale and providing for the terms and provisions of such bonds and notes and adopting other provisions relating thereto.

Ordinance no. 37
Supplemental resolution providing as to dates, maturities, interest rates, principal payment schedules, sale prices and other items of the sewer revenue bonds series 1986 A and series 1986 B, of the City of Kingwood: authorizing and approving a loan agreement and supplemental loan agreement relating to such bonds and the sale and delivery of such bonds to West Virginia Water Development Authority; designating a registrar, paying agend and depository bank; and making other provisions to the bonds.

Ordinance no. 38
Supplemental resolution providing as to date, maturity, interest rate and sale price of the sewerage system grant anticipation notes, series 1986, of the city; authorizing and approving a trust indenture, a contract of purchase, a reimbursement agreement and an official statement relating to the notes:  designating a registrar, paying agent, trustee and credit bank; and making other provisions as to the notes.

Ordinance no. 39
An amendatory ordinance authorizing the acquisition and construction of public sewerage facilities of the City of Kingwood and the financing of the cost, not otherwise provided, thereof through the issuance by the city of not more than  2,000,000.00 in aggregate principal amount of sewer revenue bonds, series 1986 A, not more than $1,000,000.00 in aggregate principal amount of sewer revenue bonds, series 1986 B, and not more than $5,000,000.00 interim construction financing, consisting of grant anticipation notes or a line of credit evidenced by notes, or both:  providing for the rights and remedies of and security for the registered owners of notes; authorizing the sale and providing for the terms and provisions of such bonds and notes and adopting other provisions relating thereto and authorizing the issuance of sewerage system grant anticipation notes, series 1986, in an aggregate principal amount not to exceed $5,000,000.00; approving the form of and authorizing the execution and delivery of a revised trust indenture; authorizing the capitalization of interest on such notes for the entire term thereof, and adopting other provisions relating thereto.

Ordinance no. 40
An ordinance authorizing the acquisition and construction of additions, betterments and improvements for the existing waterworks system of the City of Kingwood, and the financing of the cost, not otherwise provided, thereof through the issuance by the city of not more than $3,000,000.00 in aggregate principal amount of water revenue bonds, series 1986 A, not more than $1,000,000.00 interim construction financing, consisting of grant application notes or a line of credit evidenced by notes or both:  providing for the right and remedies of and security for the registered owners of such bonds and notes; authorizing execution and delivery of a trust indenture securing the notes:  approving and tarifying a loan agreement and supplemental loan agreement relating to such bonds; authorizing the sale and providing for the terms and provisions of such bonds and notes and adopting other provisions relating thereto.

Ordinance no. 41
Supplemental resolution providing as to principal amounts, dates, maturities, interest rates, principal payment schedules, sales prices and other terms of the water revenue bonds, series 1986 A and series 1986 B of the City of Kingwood; authorizing, approving and ratifying a loan agreement and supplemental loan agreement relating to such bonds and the sale and delivery of such bonds to West Virginia Water Development Authority; designating a registrar, paying agent and depository bank; changing series designation and making other provisions as to the bonds.

Ordinance no. 42
An ordinance providing for the demolition of any buildings, dwellings, structures, or parts thereof which are or threatens to be unsafe, unsanitary, dangerous, or detrimental to the welfare of the people of the City of Kingwood, or which are unfit for human habitation or which tend to constitute a fire menace and declaring same to be a public nuisance upon majority vote of council; providing for definitions and     standards, procedures and remedies in connection therewith; providing for abatement; providing for an assessment of the cost of demolition as a municipal lien against such premises; hearings and appeals; penalties and separability provision as provided for in the West Virginia Code, Chapter 8, Article 12, Section 5, Subsection 23.

An ordinance regulating and providing for preservation and management of records for municipal affairs; providing for an administrator, advisory committee and the creation of rules and regulations.

Ordinance no. 44
Resolution of necessity and convenience providing for improvement by paving and repaving and assessing the entire costs thereof upon abutting property on the following named streets all situate in the Municipality of Kingwood, Preston County, West Virginia:  Beverly Street from the intersection of Morgantown Street to the McDonald intersection, High Street from Route 7 to Marshall Street intersection and High Street from the Price Street intersection to Morgantown Street, Schaeffer Street, Miller Road from Route 26 intersection to and including Latt Street intersection, Walsh Drive, Albright Avenue, Fairfield Street from Pratt Street intersection to Pleasant Street intersection, Pleasant Street from Route 7 to and including Grandview Street intersection, Seemont Drive from the Danny Friend residence property line to the northern property line of the Milford Jenkins property, Kimberly Street from Route 26 intersection to the Hahn residence property line and Daniel Street.  By the Common Council of the City of Kingwood, West Virginia.

Ordinance no. 45
This ordinance sets forth uniform requirements for direct and indirect contributors into the wastewater collection and treatment system for the City of Kingwood and enables the city to comply with all applicable state and federal laws required by the clean water act of 1977 and the general pretreatment regulations (40 cfr, part 403).

Ordinance no. 46
Ordinance laying assessments against properties abutting upon the following named streets all situate in the Municipality of Kingwood, West Virginia:  Beverly Street from the intersection of Morgantown Street to the McDonald intersection, High Street from Route 7 to Marshall Street intersection and High Street from the Price Street   intersection to Morgantown Street, Schaeffer Street, Miller Road from Route 26 intersection to and including Latt Street intersection, Walsh Drive, Albright Avenue, Fairfield Street               from Pratt Street intersection to Pleasant Street intersection, Pleasant Street from Route 7 to and including Grandview Street intersection, Seemont Drive from the Danny Friend residence property line to the northern property line of the Milford Jenkins property, Kimberly street from Route 26 intersection to the Hahn residence property line, and Daniel Street improved by construction, paving, and repaving under and by virtue of an ordinance passed May 26, 1987.

An ordinance providing for building permits to be included within the municipal building code as adopted by the Municipality of Kingwood, West Virginia. 

Ordinance no. 48
An ordinance granting to cable equities of the Virginias, Ltd., d/b/a/ Mountain State Cable, the right to erect, maintain and operate transmission and service distribution facilities and additions thereto in, under, over, along, across and upon the streets, lanes, avenues, alleys, bridges, highways and other public places in the City of Kingwood, West Virginia, and subsequent additions thereto for a cable television system and a television signal transmission system thereon and there under serving the inhabitants of said city, and for other purposes, and imposing a franchise tax thereon, for a period of fifteen (15) years.

Ordinance no. 49
An ordinance enacted by the City of Kingwood, State of  West Virginia, providing for an annual license tax to be imposed on various business classifications and activities, where the West Virginia code permits the charge of a municipal license tax, which shall be applicable upon all such activities within the corporate limits of the City of Kingwood.

An ordinance and order determining the necessity for and providing for a special levy for fiscal years beginning July 1, 1991, July 1, 1992, and July 1, 1993.  To provided funds for the support and maintenance and operation of the Municipal Public Library and purchase of books and supplies thereof, and to provide funds for the funds for the support, maintenance and operation of Kingwood Parks and Recreation, and future expansion of the Kingwood Municipal Swimming Pool, Brown's Park, Kingwood Park, and the Craig Civic Center, and for the City of Kingwood, for material and repairs to storm sewers, and providing for a special election for said purposes to be held on October 16, 1990.

An ordinance to adopt the state building code relating to inspection activities of the Municipality of Kingwood, West Virginia, and enforcement of building provisions in said codes.

Ordinance no. 53

An ordinance establishing vehicle parking hours on Brown Avenue situate within the Municipality of Kingwood, West Virginia.

Ordinance no. 57
An ordinance and order determining the necessity for and providing for a special levy for fiscal years beginning July 1, 1994, July 1, 1995, and July 1, 1996, to provide funds for the support, maintenance and operation of the Municipal Public Library and purchase of books and supplies therefore, and to provide funds for the support, maintenance and operation of Kingwood Parks and Recreation, and future expansion of the Kingwood Municipal Swimming Pool, Brown's Park, Kingwood Park, and the Craig Civic Center, and for the City of Kingwood, for material and repairs to storm sewers, and providing for a special election for said purposes to be held on June 8, 1993.

Ordinance no. 58
An ordinance authorizing the issuance of $225,000.00 principal amount of water revenue bonds of the Town of  Kingwood, West Virginia, and providing for the rights of the holders thereof.

Ordinance no. 59
An ordinance to rescind specifically number ordinances as contained within the ordinance book for the City of Kingwood, West Virginia.

Ordinance no. 60
An ordinance to delete specifically numbered ordinances as contained within the ordinance book of the City of Kingwood, West Virginia, in recognition that said ordinances have amended other ordinances and have been incorporated therein.
